This follow-up report assesses the legal status of detainees and the organizational aspects of the penitentiary institution in St. Maarten. The findings reveal severe deficiencies in implementing prior recommendations, with only 2 out of 18 suggestions being addressed and none of the 12 recommendations from the CPT followed up on. The report underscores that conditions in the Pointe Blanche prison have worsened since 2016, leading to grave concerns over safety, human rights, and the absence of resocialization programs. The report calls for urgent structural reforms and active involvement from both local and Kingdom-level authorities to rectify these critical issues.
