This inspection report examines the organization and functioning of the Guardian Board Curaçao, as well as the implementation of recommendations from an earlier SOAB report from 2012. The agency does not have an approved declaration of intent and struggles with ambiguities in the management and organizational structure, which leads to obstacles in the execution of tasks. It is concluded that the core values such as vision, mission, and training policy are not adhered to, and there is insufficient cooperation with chain partners. The Council recommends revising the work structure, implementing the core values, and improving communication and cooperation with partners. Furthermore, it is recommended to set up internal quality standards, a complaints procedure and customer satisfaction surveys to increase the effectiveness of the agency.
