2024 — General review recommendations St. Maarten. Sub-inspection 5: Border control of the movement of persons; Admission and expulsion of foreigners.

In this fifth sub-inspection the Council inspected to what extent the recommendations regarding two topics regarding the Immigration and Border Protection Service, namely border control of the movement of persons and the admission and expulsion of foreigners in St. Maarten, have been followed. The inspection shows that more than half of the recommendations have not been followed or have been partially followed. These include plans, policies, legal framework, enforcement & compliance, and research. The Council notes that the follow-up and implementation of the recommendations which have not been (fully) followed up have been delayed for almost 10 years. Given the social importance the represent, urgency is required.
