In this investigation, the Council assesses the extent to which the Curaçao Police Force is equipped to to safeguard integrity within the force and to be able to do so in the event of possible violations to conduct thorough disciplinary (integrity) investigations. The Council notes that the current policy must be taken seriously because: essential conditions such as (continually) providing integrity training, carrying out of control and use of a facility in the context of early detection (prevention), is not met. Moreover, it appears that the sanctions system of the force is not transparent and that this system does not provide legal certainty. A serious shortcoming is that the Ministers of Justice do not always make a timely decision on proposals for disciplinary punishment.
