2015 — Safety situation in the Sentro di Detenshon i Korekshon Kòrsou

This report is a follow-up investigation to the 2013 inspection investigation into the treatment of detainees and safety within the SDKK. The aim of the follow-up investigation was to determine whether the internal safety of staff and detainees was sufficiently guaranteed. However, there appeared to be a lack of suitable policy regulations and staffing problems, including absenteeism and a shortage of security guards, which hampered the implementation of safety measures. The SDKK also did not meet the legal requirements for safety investigations for positions of trust. The Council advised the Minister to amend the legislation and to take a number of measures, including improving staffing and infrastructure, strengthening safety and integrity awareness, and introducing stricter controls.
