2015 — Review of victim support in Curaçao

This inspection report evaluates the implementation of victim support recommendations in Curaçao since 2012. Three general recommendations, including financing and cooperation agreements with the Bureau Slachtofferhulp Curaçao (BSH), have been fully implemented, but two important recommendations remain unimplemented: the incorporation of UN principles into national legislation and the establishment of a compensation fund. The BSH has largely followed up on most recommendations, but financial constraints have prevented full implementation. Recommendations to the Curaçao Police Force and the Public Prosecution Service have been partially addressed, with further action needed to improve training, guidelines and registration. The Council emphasizes that the remaining recommendations must be implemented quickly to strengthen victim support.
