2015 — Review of the investigation process in Curaçao

This inspection report evaluates the implementation of recommendations from a 2012 inspection of the detection process of common crimes in Curaçao. Of the six recommendations to the Minister, three have been fully implemented, one partially implemented and two insufficiently addressed, including the need for sufficient resources and adequate housing. The Curaçao Police Force (KPC) has sufficiently implemented twelve of the eighteen recommendations, three partially implemented and three not at all, including the creation of neighborhood safety plans and a crime pattern analysis. The Council emphasizes that processes for partially implemented and outstanding recommendations must be completed. Recommendations focus on freeing up resources, improving work processes and addressing neighborhood-oriented safety problems.
