This report describes the way in which the care of police detainees in Curaçao is given shape. A sound implementation of the care of detainees in which the rights of themselves are safeguarded and the treatment is carried out respectfully is indispensable in a democratic constitutional state. The standards, requirements and expectations that are set at the international level are high. The Council recognizes the importance of the previous (recent) research on this theme, but considers it important to regularly monitor the way in which police detainees are locked up. With this inspection investigation, the Council aims to follow up on the findings of the research "Detention in Curaçao" of the Council that took place in 2014 and was mainly carried out at the SDKK. The Council's investigation showed that there were still shortcomings in the legislation, treatment and cell capacity, which makes regular supervision necessary and justifies it. The Council expresses its gratitude to everyone who contributed to the creation of this report and expresses the hope that the recommendations will serve to improve the care of detainees in Curaçao.
