CuraçaoDecember 2014Report

Public safety The protection of individuals' safety is part of the criminal enforcement of the rule of law and, therefore, a task of the police. In addition, the Public Prosecution Service (OM) and the National Security Service (VDC) play a legal role. How is the protection of public officials regulated in the legislation and policy, and how is this implemented in practice? The legislation is insufficient to ensure a consistent implementation of the protection of public officials. For example, the authority to conduct threat assessments and analyses in this context is not legally regulated. There is no policy, and there are no standardized procedures for the protection of public officials. In practice, there is confusion regarding the decision-making authority for implementing security measures. All involved authorities agree that security should be managed differently and that personnel require better training.
