2013 — Infrastructure for combating corruption in Curaçao

The report describes the existing infrastructure for combating corruption (legislation, policy, and organization). The legislation concerning corruption cases is in line with international agreements and provides adequate safeguards to effectively combat corruption. However, the implementation of existing legislation can be improved. Government policy for combating corruption is also open to improvement. The Public Prosecution Service (OM) has sufficient staff who can be deployed in the fight against corruption. The knowledge to combat corruption in Curaçao is insufficient, as the investigative body, Landsrecherche Curaçao (LrC), lacks the necessary expertise. Moreover, the LrC faces structural understaffing and lacks relevant equipment. The LrC receives support mainly from the Detective Cooperation Team (RST), but is not able to carry out all investigations and activities. For instance, the LrC does not conduct proactive investigations, which is a crucial process in the fight against corruption.
