2013 — Execution of sentences in Curaçao
CuraçaoMay 2014Report
The execution of prison sentences is not transparent and requires improvement. The departments at the Public Prosecution Service (OM) and the SDKK (Correctional Facility) responsible for the execution of sentences are understaffed. Information about the executed prison sentences is not (digitally) available. The goal that the OM aims to achieve — to enforce 50% of the sentences for convicts who are at liberty — is hindered by a lack of cell capacity. The execution of community service sentences also needs improvement. The Probation Service (Reclassering) makes significant organizational efforts in this regard but is hindered by a lack of funding and understaffing. The OM does not have the relevant information on executed community service sentences, and there is no coordination with the Probation Service on this matter. The OM must tighten its oversight of the execution of both community service and prison sentences.
