The Council found that Curaçao has not established a national decree for the mutual arrangement on police training and quality criteria. Joint police education plans, as required by Article 40 of the Kingdom Police Act, remain undeveloped. Police training does not meet agreed quality standards for force, arrest, and self-defense skills. The decree recognizing the ORV (Police Training Organization) is still pending, preventing full program recognition by the Ministry of Education. Several essential internal regulations have been drafted but not adopted. The Council stresses that formalizing these regulations is crucial for legal certainty for staff and students.
