By making border control transparent, potential bottlenecks can be identified. The legislation regarding border control is not fully implemented. The powers of border guards are not regulated. The manner in which the distribution of powers and decision-making between the authorities and the officers takes place is not transparent. The Council also observed that improving the cooperation between the services involved in border control is necessary. The cooperation between the countries within the Dutch Kingdom does not meet the requirements set forth in the mutual arrangement regarding the immigration chain.
