The general conclusion of the Council is that, aside from the inclusion in the criminal process as a harmed party and the possible civil action for tort, there is no other legal foundation for the rights of victims. Effective victim support can currently only be provided by: 1) assisting harmed parties with damage caused by criminal acts (claim for compensation) and 2) supporting victims of a crime. The Victim Support Foundation (Bureau Slachtofferhulp) has, among other tasks, the responsibility to promote and improve assistance to victims. There is a need for regular consultations between Bureau Slachtofferhulp and the police (who refer victims) and for an adequate registration system. To optimize the work processes and the support provided to victims, the organizational structure of Bureau Slachtofferhulp must be improved. The government does not fully or timely meet its subsidy commitment, leaving Bureau Slachtofferhulp understaffed and increasingly dependent on donations. The Council does not expect a national fund for compensating victims of crimes in the near future.
