The institution that should be legally responsible for the implementation of Juvenile Probation has yet to be designated by a national decree. Juvenile probation tasks are currently partly carried out by the Youth and Justice section of the Guardianship Council. Meetings between the involved institutions, documentation of work agreements, and file management regarding the juveniles are insufficient. Information and advice related to juvenile probation are provided in accordance with established procedures and quality standards. Since there is no process consisting of guidance, supervision, and aftercare for juveniles, the Council concludes that there is a lack of a comprehensive juvenile probation system within the juvenile justice chain. Furthermore, it appears that the Guardianship Council coordinates the imposed community service sentences but, due to a lack of funding, no longer carries out or coordinates educational sentences.
